台灣自2002年引進審議民主的實作，至2008年達到審議民主實踐的第一波高峰。2008年政黨輪替後，審議民主的實踐趨於衰疲，直到2015年，在台中、台北、桃園三都和文化部相繼推動參與式預算的風潮帶動下，掀起第二波高峰。與第一波相較，「第二波」審議民主呈現相異的特性：審議的模式、議題和行動者更多元，參與規模更大，操作也更制度化，更具政策影響力。本書將2015年後的發展界定為台灣審議民主的「進化時代」，集合多位作者對其特性進行整體的勾勒與理論分析。除了析論多元審議模式和參與式預算的兩種型態（都會型和社區型）其組織制度、行動者特質和實作程序的連結，如何影響民主創新與公民培力之外，本書也以轉型正義的公民審議為例，探討審議民主在促進分裂社會對話的可能與限制。
作品簡介
Taiwan introduced deliberative democracy in 2002 and reached its first peak by 2008. After the 2008 party alternation, the practice of deliberative democracy began to wane. It was not until 2015, when participatory budgeting initiatives in Taichung, Taipei, Taoyuan, and the Ministry of Culture sparked a second wave of deliberative democracy. This "second wave" differed significantly from the first, featuring greater diversity in deliberative models, topics, and actors involved, broader participation, more institutionalized practices, and stronger policy impacts. We identify these post-2015 developments as the "evolutionary phase" of Taiwan's deliberative democracy. This book brings together analyses from various authors to capture its unique characteristics and offer theoretical insights.
