從1624年到清治末年,台灣是一個傳統而落後的農業經濟。1895年日本統治台灣之後,總督府推動全面性的基礎建設,包括公共衛生,土地調查,戶口調查,與現代化的交通系統,也啟動了台灣的現代經濟成長。到了日治中期,台灣已經從一個傳統落後的社會,轉型為現代化的經濟,台灣人的所得也大幅上升。 二戰結束,國民政府接收台灣後,實施全面性的管制,台灣的經濟又陷入停滯。幸運的是,美援期間(1950-1965),在美方的主導與壓力下,部分的管制鬆綁,台灣逐漸回到市場經濟體制,並在1960年代初期走上高成長之路。 台灣人的所得從1960年代初期以來持續地高速成長,被經濟學者視為是奇蹟。事實上,20世紀的百年期間,台灣經濟成長的軌跡,在人類歷史上極為罕見。對於研究經濟成長機制的學者來說,台灣自20世紀初以來的成長經驗,極具教育意義。 本書作者吳聰敏是台大經濟系名譽教授,主要研究興趣是台灣長期經濟成長。
From 1624 until the end of Qing rule, Taiwan was a traditional and underdeveloped agricultural economy. After Japan took control of Taiwan in 1895, the Governor-General’s Office promoted comprehensive infrastructure development, including public health, land surveys, population censuses, and a modern transportation system, which also kickstarted Taiwan’s modern economic growth. After World War II, when the Kuomintang government took over Taiwan, it implemented comprehensive controls, causing the economy to stagnate again. Fortunately, during the period of American aid (1950–1965), under U.S. leadership and pressure, some controls were relaxed, allowing Taiwan to gradually return to a market economy and embark on a path of rapid growth in the early 1960s.Since the early 1960s, Taiwanese incomes have grown rapidly and continuously, regarded by economists as a miracle. In fact, the trajectory of Taiwan’s economic growth over the twentieth century is extremely rare in human history.
