The association was established in September 2003, mainly focusing on the research and promotion of animation culture at home and abroad. The membership is mainly composed of employees in the animation industry, editors, and research scholars.

Including the publication of cartoon information magazines, cartoon research books, and selected cartoon albums; holding cartoon fan fairs, cartoon culture lectures, cartoon theme curation, cartoon concerts, popular cartoon concerts, original cartoon competitions, cosplay competitions, and cartoon performing arts and many more.
